Garnishment percentage, maybe. Certainly not the assessed amount. Your ability to pay has no bearing on your obligation, or some such nonsense. For my dad that bottom number stayed under $100 for over two years on 4-week pay periods and that was a in a professional career. Apparently when the wife's affair turns out to be with the judge the husband gets screwed more than she does.
