Frankly I thought both could be addressed by using the legal definition, which (in the UK at least) is "unwanted attention of a sexual nature". Problem is that it's up to the woman to decide if she wants to interpret it as sexual or not. My solution therefore has been to try to not do anything that could be construed as sexual in nature (physical contact w/ women, asking them out etc) in order to avoid legal conflict

That's entirely up to you, though if your planning to open a shelter I'd recommend separated mens and womens shelters in order to avoid people getting scared. Traumatised people can associate all men/all women as aggressors, which can lead to massive issues
