The only moral most western nations adhere to is everyone should be as free as not to limit the freedom of someone else. That's the main guideline. Nothing requires empathy. I can help you, Japan has a right to privacy law which disallows the distribution of recordings (even if in public) when the person is identifiable and there is NO journalistic or historical value present. And like Germany and Switzerland, the actual ACT of photographing or recording someone can be considered illegal EVEN in public.
