I went to Budapest last week and was also struck at how many absolute WORLDIES were walking around in the day time. I saw my idea of a 9 ever few minutes. I imagine maybe it's even better in Moscow. However, wouldn't call it a fuckfest. (unless you're super handsome) They still need to be into you, lol. I didn't get any luck with locals/daygame Banged 3 tourists in bars, though

Assuming she's not 'into you' already, and you're pretty sure she is (in which case, you just ask her out) you'd need to MAKE her into you. Basically, seduce her. (Although whether that's possible or not is a hot debate on seddit. Most agree she's either into you or she's not and you can't effect that)

I personally think it's a HUGE factor when it comes to cold approach. Getting laid in the US felt so much easier than in the UK. It's just about how weird it is to be approached by a stranger. Can some of these be overcome, sometimes? Sure. But many times that's hopeless, because she's just walked away or told you to buzz off. Boom, you're done. Real life. This.
