Every extra person in a house means the house will require more cleaning. Even if it’s just adults everyone sheds hair and skin cells which have to be sweeped/ hoovered. This could be an issue of racial bias towards enforcement, I’m sure not exclusively, we also have to take in cultural norms etc. However it is fairly widely reported that CPS in many western countries are more strict on working class people and people of colour.
