The reason Scandinavia is a front mover on this issue is because we have a socialist healthcare system. Circumsision is a fairly expensive procedure that benefits no one, least of all society which will be forced to pay for it.. I have no doubt that the rules for this circumsision ban will eventually changed to "you can get circumsized if you pay for everything yourself". That's the way it usually works here in Scandinavia.. Maybe our next parlaiment will do that.

I'd consider it less a problem of disposability, and more a notion of responsibility. To me, the whole "women and children" rhetoric implies that the people defending these non-combatants lost their lives doing so. That's why they usually say "x people died, including women and children". The families of these non-combatants lost their lives, and their efforts of defense were futile.
