-1	Mom sentenced for starving children In general, you are right, but that also depends on racial equality, educational and economic possibilities, etc. In the Netherlands, we have rather lenient policies, and for the most part they seem to work well enough. In some cases, though -- think recurrent criminals/recidivists, especially for violent rapists graduating to murder-rape -- it doesn't work all that well.
