They don't have to increase their benefits enough to be "net tax benefitters". It can just be to a high amount vs. nothing for non-vets. Also, any group would pick personal enrichment on the backs of others vs. balancing the federal budget. They don't have to pay for it. The next or generation of non-vets might, but not them.
