You make a good point. In traditional societies, women were treated leniently by law because she would have to pay for it with stigma, shame, being outcast from the family, or in extreme cultures, honor killing etc... The problem is, in modern western societies, that tradition of leniency towards women when it comes to law still carries on but without a shred of consequences from her society. And it just perpetuates the irresponsible behavior.
