Not exactly 'for throwing a party' - but playing Russian roulette without people knowing they are playing too. Everyone in there can get terminally Ill and give it to a lot of people as well. It's a terrible stupid and irresponsible thing to do. So yeah. 'Going to jail for throwing a party' is as much out of context simplification as 'getting shot for driving a car' but not mentioning that you went on a killing spree beforehand.
