That sounds familiar, that's probably where/when I got the impression that boys were allowed. So they allow boys that claim they're girls. Really I'd just say open both up to everybody. Boy scouts and girl scouts do different things, there's no reason either needs to be exclusive to either sex. I agree with Joe that it's not the same thing as when a man rapes a woman, and the power dynamic is very different, but it's certainly not nothing. I had a friend who maybe a decade ago was taken advantage of by a woman after he had passed out drunk.
