My guess is they maybe suspect you are guilty, but don't have enough proof to arrest you or charge you. They want to talk to you to see if you will say something that can fit with other evidence they have to create probable cause to arrest you. I always suggest that you be polite to cops, but also refuse to answer their questions by explaining that you would prefer to have a lawyer present. Repeatedly ask them if you are under arrest or if you can go ahead and leave.

In California, rape still requires some measure of penile penetration into the vagina. Inserting something else (fingers, dildo, etc...) into the vagina cannot legally be rape in california. Well, typically, the birth certificate is going to be issued in the state where the child is born (Arkansas), and so Arkansas law will adjudicate parentage and maternity.
