I will concede that there are some contexts and situations where a person can approach a random other person and strike up a conversation without it feeling creepy. For example, if you're standing in line together you can start a conversation and if the responses are favorable you might actually hit it off with the other person and even head in the direction of maybe asking for a date. Being a creep and bothering someone going about their daily life. The vast majority of women with a healthy sense of caution will be completely turned off by it. It's creepy and weird and unsettling for a complete stranger to approach you out of nowhere and force small talk on you when you're just going about your day. The only time it makes any sense is at a bar or something. In general: bad idea. Very bad idea.
