When people haven't gotten their negative lifestyle habits under control by early to mid thirties. Unhealthy eating pattern (obesity), smoking, not taking their meds, even things like chad/stacy chasing, etc... Not saying people can't change but it's starting to become unlikely by that point in life. This is also around the age where the negative long-term effects will start manifesting, and get worse if nothing is done about it. That stuff isn't gender specific btw.

Changing government policies to more merit, quality over quantity based admission would boost the birth rate and high achievers would still be able to get higher education. The only ones losing are colleges' profits.

It affects men so no one gives a fuck. The only reason they're starting to take notice is because the problem has become so big it's starting to affect women. (There won't be enough college educated men for them to marry). The numbers are simply the consequence of 40+ years of steering education and funding to cater towards women. If they stop pushing so hard to get women in higher education the numbers should reduce in time, which in turn would push up the birth rate. But those policy changes will take over a decade to have effect. I'm not saying women should be barred from education, but a balance should be reached. In terms of the population pyramid much of the damage is irreversible, we'll just have to deal with it.

This is a direct consequence of the policies that western governments have had for decades (pushing women into higher education through propaganda, subsidies and positive discrimination). It's also really hard to rebalance this as politicians are electorally locked to pandering to women. Women's happiness has declined as well in that period. They try to crank the birth rate up a bit with mass immigration which inevitably causes friction in those societies as well.
