That is just the state of Colorado, there are 49 other states in this country that fall under the federal definition stated, done states have variations. That's a little consistent on the sex work part, though, because I've seen people claim that only fans is still exploitation because the women are being forced by the patriarchy to sell themselves. The rest makes sense to me. You do however need to keep in mind that it's turned into a meaningless buzzword by people who are so privileged they have to make up problems. That gives a little insight on the arbitrary standards.

Well that being said, I do have to add that there's a vast difference between putting your hand on a hot stove because you're curious as to why it's red, and choosing to be a coke dealer because it's the only job (for lack of a better word) that you can get that nets you enough money to pay rent.
