It's quite easy. Men aren't usually used to getting attention... So anything that makes us feel like being looked at, wanted or having attention from someone usually does the trick.

Humm... (This is my opinion) Don't think of it as playing hard to get... That doesn't work and only builds up avoidance. Think of it as taking it slow. Yeah, go out with him but don't drink too much, if you end up kissing don't turn it into a full on make out session, don't just go to bar (or other "casual place" but to a restaurant or something more formal where kissing / flirting is harder to start. Took a girl to ballet and it was horrible (I was paying more attention to the ballet than to her) Took a girl to an opera show and it went really great. She really liked and, although we didn't talk much during, ended up staying afterwards for a drink. You is way more important than the place itself.

Pretty obvious it's a rejection dude! If you want to go for the marriage joke / line you have to build up the conversation to that flirty / advancing type... And it doesn't seem to be your game. Don't try to be someone else, find what you like and the type of person you are and use it.
