I'm not sure where you get the idea that an AC unit has 1000% efficiency. That's physically impossible. If that were true, you could power your house from your AC unit because the temperature gradient it produces would give you more energy than it took to create. Let's say the office is temperature controlled to 70F to make things easy. During the summer, it might be 80F outside. 80-70=10. During the winter, it might be 20F outside. 70-20=50.
