No it has to do with the difference in temperature between hot days and cold days. I'm not sure where you get the idea that an AC unit has 1000% efficiency. That's physically impossible. If that were true, you could power your house from your AC unit because the temperature gradient it produces would give you more energy than it took to create. Also, many places use a heat pump which is basically an air conditioner run in reverse. It heats the inside and cools the outside.

This is due to Newton's law of cooling. The rate of flow of heat is proportional to the difference in temperature. Let's say the office is temperature controlled to 70F to make things easy. During the summer, it might be 80F outside. 80-70=10. During the winter, it might be 20F outside. 70-20=50. In this example, you lose heat five times as fast on the cold day as you gain heat on the hot day.
