The officers had what would be considered reasonable suspicion: A report/complaint was made, and so they have a duty to follow up on it. it isn't as though they could flat out ignore the original reporting busybody. The GF had to at least identify himself, but he didn't have to produce an ID. He didn't know that, or at least wasn't sure. The officers handled it in a meat-headed way, not community policing IMO.
