It says that it is based on the notion that alimony is temporary until one can support them self. If my SO makes enough, even part time, to afford an acceptable living arrangement (e.g. rents an apartment or small home), food, utility, etc.. Just because a person works more or makes more doesn't make sense that they now have to pay some of that to the other person. However, I will say that I do think it is fair in some situations.
