Rate per 1000 doesn't make a difference to the total number of crime committed. It's say for every 1000 people 46 commit a crime. I didn't think that was a difficult concept.

I would expect someone who is a racist to also be ignorant. Poor whites commit crime at a higher rate than poor blacks. And poor people in general commit more crime than those who are not poor. It's not rocket science.
