It's obviously part some overall student activities fee. It's just that the "evil" women's center is an easier target for the OP than the water polo team or film society or whatever other groups are listed. I don't know where you go to school, but if it's anything like my university, you don't have a separate "women's center fee" but rather a generic student activities fee (or something like that) which gets distributed to groups across campus (campus newspaper, student theatre group, computer club, LGBT alliance, Christian groups, Muslim groups, etc.).
