Finland is by far the most metal country and the one where the Viking theme is the strongest by far. Norway and Sweden are pretty metal too but not nearly as much as Finland (way more than the rest of the planet though). And Denmark prefers rock.

Advising people to play safe is not passing the responsibility to the victim. Risk and responsibility are two different concepts. If someone steals it's his fault, not his victim and we shouldn't have to lock our doors but it is still good advice to do lock your door. You shouldn't have to avoid walking alone at night yet it is also a good advice to do so (and not just for rape).
