Its justifiable to fight those who are corrupters on the earth, by corrupters basically those who cause unrelented bloodshed and chaos. So in a modern scenario a straightforward example of a fight that would be permissible under islamic standards is if you fought drug cartels and managed to eradicate them while ensuring there is no chaos as an aftermath.
