What was lawful about it? He had nothing to detain her for. We see case after case where police order someone to do something with no justification. When that happens and injury occurs we see huge payouts.

She's a drunk dickhead. Cop wasn't in danger. Cop had no probable cause. We know this because he was fishing for her to say she did something wrong. If he had probable cause he would have already detained her. In that scenario his top priority is to de-escalate the situation and keep everyone safe.
