I haven't played FC3, but I just watched a video, and the game gives the player an explicit ludilogical choice just prior to this scene. I think the OP is mistaking the fade-in for the PC waking up, when I'm pretty sure it's just supposed to represent a time skip, and that the player's hallucinations had already ended prior to that point.

Claiming you have one and that it was stolen, by virtue of the fact that it is NOT there, is evidence that your claim is initially true. You seem to be unclear regarding what constitutes "evidence". A car is a physical object. If i call the police and say "My car was stolen", they can clearly see that my car is not where I am claiming it is supposed to be. The absence of an object isn't evidence though. Your claim doesn't even require that the car even existed in the first place.

If I state that my car was stolen, it is easy enough to determine that the car is indeed missing. Not really. All I have to do is drive it to a garage, and presto! Missing car. In fact, if my only goal is to make the police investigate, all I need to do is drive it to a friend's house. They'll probably find it pretty quickly, but the point is that I wasn't immediately assumed to be lying when I pointed to an empty space and said "my car use to be there, then someone stole it".

I think she meant that, in the case of other crimes, the victim isn't required evidence to prove the crime was committed to get the police to investigate. A person who has their car stolen doesn't have to provide photos of someone driving away in their car, and the police wouldn't start with the assumption that that person is lying and they just hid their car behind their garage.
