The "30%" number is based on men who seek paternity tests. This is already a sample of men who are uncertain about paternity. The statistics on the "general population" (I don't believe there have been any studies done on actual representative samples because this is still people who have elected to do DNA testing for other reasons) do include people who probably know they might not be the bio Dad but are fine either way.

You keep quoting the 5% statistic as though that risk is somehow randomly distributed. Like any behavior, there are clear red flags and correlations that make any individual person more or less likely to be part of that group.
