It comes from an old meme that if you reach the age of 30 and are still a virgin you become a wizard. OP made a joke that he isn't going to hogwarts, which is the school for wizards in Harry Potter. Basically he won't be a virgin at 30, so won't become a wizard so won't attend the famous wizard school.
