You've answered your own question, because of the lack of responsibility. There are exceptions of course but most at 21 will have just finished college or university and haven't even done a year of 'adulting' i.e living alone in a house you have to maintain, wash all your shit and have food in the fridge etc; all whilst having a job. I am in the UK. The sweeps they do are in problem areas and have been very effective in reducing knife crime. It has nothing to do though with how scared someone might be of being shot, and if they have a weapon on them, how much they would feel they need to use it. How much they've used it in the past and how much it's used around them in their environment will obviously factor into that decision.
