The part where they must "disclose such final results...on the transcript" is after (contingent) or the part "whom...the institution determines committed a violation". They're not going to advertise "(accusation) result: innocent" on your transcript. This legislation is actually superfluous since many colleges and universities already put the results of disciplinary actions on their transcript.
