If the power is in all men to stop rape, then the problem is that all men are rapists or potential rapists. No, you're choosing to read that into it. It's redirecting the focus on changing victims' behavior (choosing to wear "slutty" clothes or walk alone at night) to men making it unequivocally clear to each other that rape is never okay and there's never an excuse for it.
