I have read several comments like this around reddit; comments saying that it is about intent. Sometimes (most times) a hello is just a hello. Also as far as I know, mind reading isn't a thing, so I have no idea how someone could hear the words 'good morning' and just know that there was malicious intent behind it. I'm just saying that whenever I accidentally make eye contact when walking past someone in public, I usually say hello; I dunno, I guess I figure its less wierd that way.
