Therapy can run into the thousands, medication is usually covered by insurance. I think the main concern is insuring employees, and the liability. The negative stigma can also cost business. Temp workers can be hired to replace someone on maternity leave for a lower wage, and not have to be insured.

Not really the cruelest punishment. It's more about money. Child support defaults just happen to be low hanging fruit, and are usually 'low-risk inmates'.
