The whole debate has a serious problem with lack of data; I would never deny that (and please, don't come with surveys—aside from the very high non-response rate, it's a proven fact that people lie to a large degree about private issues). Given that the trustworthiness of sex surveys is proven to be extremely low, there simply are no reliable statistics on how many virgins there are. Well, obviously some part of the population doing absolutely nothing and just rotting around is something that can to a considerable degree be compensated by society, as history has shown. The much bigger problem is that it is rarely absolutely nothing. If there is a bit of activity and the surplus of it (money / time) is is funneled to extremist political groups, this can have in sum quite an impact.
