As an Pharmacy student who are very much into neuroscience i say that this 25 years thing is bullshit. It is known that neuroplasticity decreases as we get into middle age and older. So in short basically theres this one study that correlated the descrease in neuroplasticity in diverses areas of the brain with an average age. It doesnt mean that our brain "mature" at age 25, its just that it starts losing the ability to adapt as effective as before.
