The law in saudi states that no matter what happens, the first to punch/enact violence is the one to take the fall even if it was the other person's fault. If you were wronged call the police and they will take action, you shouldn't start the violence or take it in your own hands EVER! If he stopped and called the police she would have been fined and he would have been compensated.

At least they are heading towards the right steps instead of doing nothing. I'm pretty sure with time and public outcry they will make it even harsher. With all the shit Saudi is getting, I'm seeing a lot of improvements. Also don't expect Saudi to change in 1 day. The general population is conservative so to avoid a major outcry or even protests Saudi is implementing laws step by step. I'm sure in the next 10-20 years Saudi will be much more different.
