You're absolutely correct about that, but it's still common for universities to discourage victims going to the police, preferring to handle it themselves, for the reasons I stated above. Also, the reason the title IX requirements got so beefed up were due to what I was saying going on. It's because if the police report it, it becomes a criminal event in the justice system that the universities are required to report, and they obviously don't want to report higher crime rates in their area.
