Yes the way it works is that she had faulted, therefore if the husband wishes he can divorce her. He has not faulted, so the wife is unable to divorce him. Under English law you can't divorce someone unless they fault.

I really don't get the hygiene arguement. It's not like the penis is that hard to clean, you just have to move a bit of skin. That's not a reason to just chop off part of it to make it a little easier to clean.
