You are exaggerating this quite a bit. The police are great at doing their jobs and getting to the bottom of a case, do you really think they've never been lied to before? Sexual harassment or not, they deal with liars on a daily basis, same goes for judges. Many claims of sexual harassment go without a case anyway. The only time women actually succeed is when there is evidence or an admission of guilt and even still the judges are usually lenient. You are far overestimating the power of this.
