It's a bunch of changes to the laws about domestic violence. A few examples: domestic violence lawsuits can't be withdrawn by the suitor; a foreigner currently here on spousal visa may get issued a new temporary visa of their own if they report spousal violence; the ministry for equal opportunities is supposed to launch an information/organization campaign against gender and sexual violence (although hilariously the last point is "this will be done with the current resources and at no extra cost…

The judiciary is absolutely separate. (Separation of powers, I believe you have that in the USA too?) The police is ultimately headed by the Minister of the Interior or by the Minister of Defence, depending on which branch. So I suppose those count.

Actual Italian here. The full text of the decree can be read here (the top five links on the side are the relevant parts; the others are unrelated decrees). It is titled "Preventing and combating gender-based violence"; 'femicide' is a media word. With the exception of a provision mentioning pregnant women, the decree is completely gender-neutral and symmetric: only the word 'spouse' or 'person' are used in it.
