(Separation of powers, I believe you have that in the USA too?) The police is ultimately headed by the Minister of the Interior or by the Minister of Defence, depending on which branch. The full text of the decree can be read here (the top five links on the side are the relevant parts; the others are unrelated decrees). It is titled "Preventing and combating gender-based violence"; 'femicide' is a media word. With the exception of a provision mentioning pregnant women, the decree is completely gender-neutral and symmetric: only the word 'spouse' or 'person' are used in it.
