We can argue all day on the definition on an idiom. But you are correct. That vulnerable ignorant people who are disadvantaged are easy targets for manipulation. Guess what there are here. And until you educate them they will continue to be manipulated.. My suggestion is using this woman in the education of the ignorant. Do you have a better idea? Instead of criticizing be useful.

It may be more beneficial to the whole of society to let her return and use her, than to to miss an opportunity to exact punishment. I came from a cult, there are psychological manipulations that you may not be familiar with. People who are contemplating joining are under a cult like spell. A dose of reality could help others. This helping everyone.

Depends on what he meant by "over acheive." Seems like he sees himself as having higher standards than average and that meets them. Or that he does more than is deserved.
