This is untrue, the majority of crimes do not require knowledge of the law, as you originally said in your first comment, but then changed to intent in the second. And it can definitely be argued hillary knew what she was doing considering the level of her legal counsel and the other people involved with the server. Yes you can get charged for that, being negligent of a law doesn't excuse breaking it. The only reason for Hillary to be excused is corruption, they even said had any normal person done this they'd most likely face punishment.
