That's like saying a person didn't commit murder, they only shot a gun at a man with the intention of killing him. Attempted murder is a serious crime and attempting to falsely imprisonment someone by falsely accusing them of rape should be treated similarly.

That's not what he's saying at all. You need to learn how to read. He's asking would it be worthwhile to get married to a wealthy woman since there's no risk of financial loss if you wind up getting divorced. Losing money in the event of a divorce is a major drawback to getting married. If you don't have the risk of losing money because the woman is wealthier than you, is it worthwhile to get married? The matching funds are for enforcement not for support payments. That is, the feds subsidize the operating budget for the agency. The states aren't getting a cut of the actual support payments. And the local sheriffs' office enforces the visitation orders.
