When I was in the Navy for four years, near the end, they had counselors from the base sit us all down in private to find out why nobody was re-enlisting. Then we found out there was a new rule that the captain of the command could not get his next promotion unless he met a minimum re-enlistment from the crew (I think it was 10% of the eligible sailors).
