USC 18 subsection 116 specifically states that only the clitoris and labia are prohibited to be circumcised. By wording this way and never mentioning genitals equal protection does not apply. Circumcision cannot be construed to mean anything except its legal definition, to cut around. Further gender is not mentioned in relevant text, only the organs applicable which males lack. And cultural beliefs, but not religious, are not exempted so no possible conflict with the 1st.
