He's not wrong. Many fire departments post call-related data online in annual reports. I reviewed a handful of counties in California, my home state, and found the number of fire-related calls is actually between 2-2.5% of all calls. For example, I picked three random counties in California and found similar percentages across the state -- Alameda County (2.5% of calls are fire related); San Bernadino (2%); Los Angeles County (2.1%).
