Sometimes the gender of the commenter does have an impact of what's being said. Maybe a flair for men? You put a bot on patrol and every time an user says "as a man" you give him one warning to use the flair and lose the phrase or face a ban.

I live in Italy and can tell you why this is a bad idea: if there were no penalties for causing accidents what would stop me from asking a friend to say that we had an accident when I need to go to a body shop? Here the only ones that are not penalized for causing an accident are truckers (at least the only ones that I know of) and many proposed to make a false statement when they learned that somebody bumped my car and ran away.
