Because it's utter blasphemy. Here or here is the location on the biblehub website. No mention of swords, and the context is pretty clear that the emphasis is "meek" receiving good in contrast with "wicked" receiving punishment by God.

Mgm is generally done before the child is cognisant, so its victims don't complain about it because they have no memory of it and no idea of how life is like with a foreskin. Fgm is generally done when the child is near puberty, so the victims remember it vividly. Also, fgm is medically more comparable to removing the entire head of the penis, rather than just skin.

while the mother can theoretically restrict access to your child for 18 years, you'll probably have the first 6 or so years... also i'm quite certain that if you go out into the street and ask 8 men whether their child is taken by an ex spouse i'm pretty sure that less than 7 of them will say yes.
