You'd be wrong in that aspect. I made below $5k last year (grad student) and, while I got all of my money back from the federal government, I still had to pay my share of state taxes. It may vary by state and by the level of poverty but that's what I experienced. I'll likely end up at around $12K this year so I won't pay much if any in federal taxes but I will still have to pay Michigan and Detroit taxes.
