You shouldn't have to "liquidate" your investments (including retirement accounts) and pay taxes, penalties, etc. You can simply split the assets "in-kind" and if she wants to immediately turn around and start liquidating stuff, that is on her. Since she would now be the rightful owner of those assets, it will be her responsibility to pay any taxes and penalties, etc. As noted already, you can split retirement assets through a QDRO and not be taxed or penalized.
