Yes, however management has right to reserve permission of entry. However if they give the reason of clothing over gender basis you have nothing but I believe if they tell you it is because you are male not female they open themselves up to sexual descrimination, but then you have to prove you live as a female in court when you sue them I assume.

I'm going to be the unpopular view here but, whilst I am aware that the UK has unemployment and more specifically the long term disability/health issues relating to the job centre, how did his friends, family and neighbours let this happen?
